Simon Bailey CBE, QPM, DL served for 35 years as a police officer, the last 8 years as the chief constable of Norfolk, and the national policing lead for child protection.
As chief constable, Simon led one of the highest performing forces in the country and achieved an outstanding assessment from Her Majesty’s Inspectorate for effectiveness.
As the national policing lead, Simon was responsible for designing and delivering what is regarded as the world leading response to pursuing online child sexual abuse offenders,. Simon gave evidence on behalf of the police to the Independent Inquiry into Child Sexual Abuse on multiple occasions.
After retiring from policing in 2021, Simon has continued to contribute to the global response to child sexual abuse, as the chair of the International Policing and Public Protection Research Institute (IPPPRI) at Anglia Ruskin University, as joint curator of the annual IPPPRI conference and creator of the Excellence in Global Online Harms Protection Awards, as a contractor leading Child Rescue Coalition’s strategic response to the threat, and as an internationally recognised speaker and media commentator. He was a member of the Department for Education National Safeguarding Practice Review Panel and a member of several national reviews.
The Bailey Review was commissioned by the Home Office and Simon made a number of recommendations to improve the Disclosure and Barring Service.
As a strategic leader, Simon has extensive experience designing and delivering transformational change programmes, leading cultural change projects and strategic planning. Invested in developing senior leaders, Simon has an outstanding record supporting leaders to achieve their full potential
Simon was awarded the Queens Police Medal in 2016, the Commander of the British Empire in 2022 and appointed a Deputy Lieutenant for Norfolk in 2021.
Simon has a master’s degree in criminology from Cambridge and an Honorary Science Doctorate from Bedfordshire University.
Catherine Cox served as a police officer for Merseyside Police for 15 years, working in a range of specialist departments and leading work focusing on child protection and safeguarding.
She is highly experienced in tackling online child sexual abuse, child protection, and safeguarding. As staff officer to the NPCC lead for child protection she supported UK policing’s response to the national thematic inspection into online child abuse, leading to widespread proactive work and the first practice advice for online child abuse investigations in the UK. This led to child sexual abuse and exploitation (CSAE) being embedded into national serious and organised crime structures and formalised wellbeing support developed for CSAE investigators.
Cath developed the establishment of the national Police Online Investigation Team (POLIT) network, a pro-active driving force responsible for disrupting online offenders; and the network for senior police leaders in safeguarding, driving positive change and continuous improvement.
Her influence at national level has been evidenced in government consultation engagement, working for legislative change, and the development of the national CSE Taskforce. She has also worked with national statutory and non-statutory organisations including Girl Guiding UK and Ofsted to enhance information sharing and improve joint working.
As a project consultant for Child Rescue Coalition, Cath developed and leads Operation Artemis, a global, victim centred partnership approach to tackling the availability of CSAM online.
She is a skilled problem-solver and has worked as a critical friend for police forces undergoing inspection processes and linked improvement plans and is skilled in successfully bringing the right people together to solve the right problems.
Committed to advocating for and supporting victims and survivors, Cath has dedicated much of her professional career to work that helps and protects vulnerable people.
Phil Attwood is a former police officer, with an extensive background in complex investigations and safeguarding. He is an experienced leader and investigator with a strong background in covert policing tactics, sensitive intelligence, safeguarding, and high-harm online threats.
His work as a detective for the South East Regional Organised Crime Unit (SEROCU), involved establishing the undercover online capability to address high-harm online offenders. This included supporting staff to achieve intelligence professionalisation accreditation, and the sharing of strategic advice on organized crime across the sector.
Also within this role, he coordinated work to tackle modern slavery initiatives, managed international policing operations, and led covert operations against organised crime groups.
Phil was the national undercover online coordinator for CSAE working within the National Police Chiefs’ Council (NPCC) as a Detective Chief Inspector. He provided strategic and tactical advice to the national undercover network, partnered with NGOs and industry leaders to develop technology to combat online child exploitation. Phil oversaw covert tactic deployments, and managed 300 UK-based staff. This led to improved national performance, increased arrests, the safeguarding of children, and convictions of high-harm offenders.
He led national capabilities through the COVID pandemic, innovated to address future threats such as AI and virtual reality. Phil secured partnerships and legislation amendments for improved online safety, influenced social media companies to enhance content moderation. He created a unique world-leading intelligence team and developed international networks with foreign law enforcement agencies.
As director of impact at the Child Rescue Coalition, Phil leads the development of innovative child safety technology for law enforcement, particularly in the field of end-to-end encryption. He leads the delivery of commercial contracts with industry stakeholders, collaborates with a global network of regulators, NGOs, and industry leaders, and coordinates global training programmes for developing nations.
Phil’s career to date highlights a strong commitment to innovative crime-fighting strategies, effective management, and international collaboration to safeguard vulnerable people and tackle serious and organised crime.
Phil has a degree in Politics and a Master’s degree in Criminology and Criminal Justice.
Tom Farrell QPM served as a police officer for 20 years, working extensively within covert intelligence roles investigating serious and organised crime.
Tom then specialised in online child sexual abuse and exploitation and became a subject matter expert in investigating online crimes, particularly identifying high harm offenders. In this role, he spent several years seconded to the UK Government working to provide law enforcement worldwide with cutting edge technology and guidance.
Tom has an international reputation as a thought leader in tackling online crimes against children and has provided training and informative presentations to law enforcement, governments and industry around the world. He is a long-standing member of international groups including the Interpol DevOps community.
In 2020 Tom was awarded the Queens Police Medal for his development of innovative techniques to identify thousands of previously anonymous high harm offenders. This award recognised Tom’s unique ability to work collaboratively with technical experts and industry partners to ensure that the solutions created were suitable for law enforcement requirements.
Tom also has experience working within the global safety tech sector and has a deep understanding of the roles played by technology companies, governments, law enforcement, NGOs and regulators in tackling online harms.
Tom is the Director of Core Technology and Academia at Child Rescue Coalition, where he is responsible for enhancing the current technology to ensure it continues to be an effective response to online harms.
His relationship with Child Rescue Coalition began in 2014 as a user of their technology and included him being awarded their ‘worldwide investigator of the year’ in 2019.
Ngaire is a former police officer and senior charity leader with years of experience leading and influencing widespread improvements to the safeguarding of children.
As Deputy Director for England at the charity, Action for Children, Ngaire oversaw the organisation’s largest operational service area, encompassing over 150 services and more than 1600 staff. Responsible for services from early help and targeted intervention to specialised residential care for children and young people, she played a pivotal role in strategic and operational decision-making.
As the operational safeguarding lead for England, she was responsible for regulatory compliance, high-risk safeguarding cases and reputational risk within both face-to-face services and those in the online space. Managing a multi-million budget, Ngaire led and managed income growth, working with stakeholders and influencing the development of child safety policy.
Prior to this role, she spent almost 10 years leading Norfolk Police’s Safeguarding Children Online Team, leading investigations, intelligence operations, and policy development related to online child sexual abuse and exploitation. Ngaire also oversaw the budget and contracts for training and operational requirements, responded to technological developments, and implemented policies to improve national practices. She also led on the development of the force-wide welfare offer for officers and staff.
In an earlier role as detective inspector for the Vulnerability Knowledge and Practice Programme, Ngaire led a national policing program aimed at coordinating and improving the police service’s response to vulnerability. This led to her development of a national peer review program, developing and leading change around the national management of civil orders, and mobilising the National Vulnerability Action Plan (NVAP) across all forces.
Throughout her career, Ngaire has demonstrated strong analytical skills and a strategic mindset necessary for navigating complex governance issues and driving impactful change. She has extensive experience in leading multi-disciplinary teams, managing high-pressure environments, and developing strategic initiatives as well as dedication to enhancing the safety and wellbeing of vulnerable people.
Lucy is a communications professional with years of experience in supporting private and public sector organisations with their strategic communications and brand management.
Starting her communications career in policing, she worked within her local police force in a number of communications disciplines ranging from internal communication to crisis management, strategic and change communications and campaign development and implementation. She led the strategic communications in support of a number of major constabulary programmes including the re-design of the local policing model and the creation of the force’s vision, mission and values.
In 2016, she set up a communications consultancy, providing public relations and communications support to clients within policing and a range of other sectors.
As the media and communications advisor for the Police Superintendents’ Association for more than 6 years, she works at a national level in policing, delivering communications for a wide range of stakeholders including members, national policing leads and government ministers. She leads communications for the association’s annual conference, which welcomes senior cabinet ministers to deliver key messages to the police workforce from the association’s stage. Responsibilities include writing the president’s speech to government and handling extensive media interest and attention.
Lucy has developed a specialism working in communications in support of the whole system response to online child sexual abuse. Supporting the International Policing and Public Protection Research Institute (IPPPRI) at Anglia Ruskin University, she has been responsible for raising the profile of the institute, working with global partners on key research topics and taking a leading role in the organisation and promotion of the annual conference, which is now widely regarded as the sector’s prime event, bringing together global leaders in this field.
She is one of the founding creators of the Excellence in Online Protection Global Awards.
Alongside this, she has supported clients to develop and formalise strategic business objectives, facilitating workshops and staff engagement opportunities to identify and communicate organisational vision, mission, values and priorities.
